What happens if we trench through the septic drain field?

Possibly. The recorded easement or road maintenance agreement governs what can be built and who has rights to use the road, and installing a gate across shared access without the agreement of the other benefited parties creates a legal dispute that no permit resolves. Settle it in writing first.

What should I ask before buying a property with a gate?

Three questions: what operator is installed, was the electrical work permitted and inspected, and does the gate have emergency access acceptable to the local fire district. All three are answerable before closing and expensive to discover afterward.

Does a solar powered gate avoid the electrical permit?

It reduces the electrical scope substantially and can avoid a new grid connected circuit entirely, which is often the point on remote entrances. It does not exempt any grid connected work that is still part of the project, and access, setback, and HOA requirements apply the same way.
